California DBE Certified
Saalex Solutions, Inc. is a California Disadvantaged Business Enterprise (DBE) owned and operated by President and CEO, Mr. Travis Mack. Saalex is DBE certified and is required to update this certification annually.
Purpose of the DBE Program:
To ensure nondiscrimination in the award and administration of federally-funded contracts in Caltrans highway, transit, and airport financial assistance programs.
To create a level-playing field on which DBEs can compete fairly for federally-funded contracts.
To ensure the DBE Program is narrowly tailored in accordance with applicable law.
To ensure that only firms that fully meet this part’s eligibility standards are permitted to participate as DBEs.
To help remove barriers to the participation of DBEs in federally-funded contracts; to assist the development of firms that can compete successfully in the marketplace outside the DBE Program.
To promote the use of DBEs in all types of federally-assisted contracts and procurement activities conducted by recipients.
To provide appropriate flexibility to recipients of federal financial assistance in establishing and providing opportunities for DBEs.
Eligibility. Saalex met the requirement that it is socially and economically disadvantaged as stated in 49 CFR, Part 26, Appendix E. Socially and economically disadvantaged individual means any individual who is a U.S. citizen (or lawfully admitted permanent resident) and who meets the criteria based on 49 CFR, Part 26, and any individual found to be socially and economically disadvantaged on a case-by-case basis. In every case, consideration is given to education, employment and business history to prove disadvantage in entering into or advancing in the business world.
