J-TECH II Transition

To All LSRS and J-Tech I Employees,

We are excited to announce Saalex is on the team that has been awarded the J-Tech II contract. The LSRS & J-Tech I contracts will be transitioned to the J-Tech II contract over the next two months. which is currently planned for a starte date of July 16, 2018.

We are aware that many of you have concerns relative to the contract transfer process, health benefits, and paid time off as you move towards transitioning to the new contract. 1) For Saalex employees, there will be no change in your employment with Saalex. Your job will simply be reassigned to the J-Tech II contract. You will need a new badge, but that is about the only change you will see. There will be no change to your employment status, accrued PTO, medical benefits, seniority, or other benefits.

2) For employees of our current subcontractors on the LSRS contract, there will be changes, but we are working to make the change as smooth and easy as possible. Your position will be transitioning from your current employer to become a Saalex position on the J-Tech II contract. If you are currently a SA-Tech employee, your position will be offered to you as a Saalex employee. No one will be asked to take a cut in pay. You will experience a change in benefits as you will transition to Saalex’s benefits plan if you decide to accept your position with Saalex. We will be preparing a benefits comparison to compare SA-Tech benefits to Saalex’s benefits. We expect that the value of your benefits will improve overall. We will be holding open houses prior to the start of the J-Tech II contract to provide you with the opportunity to ask questions and get answers.

Please take some time to read the enclosed Frequently Asked Questions that we hope will help provide you with answers to most of your questions. You’ll receive more details in the coming days. To get the most current information as quickly as possible, I encourage you to attend future all-hands meetings to be held at your location.

Q: As current employee will I need to apply?

A: Your position will remain unchanged. Your employment is not changing, just the contract that your position is assigned to is changing

Q: Is it possible that JTech II would offer an employee a different position/different rate of pay than they currently hold?

A: Yes, it is possible, but the plan is for all LSRS positions to transfer to the new JTech II contract unchanged.

Q: What if  I need employment verification for my salary history for LSRS, who do I call?

Q: How will the transition to JTech II affect our current workload?

A: The mission and scope of work will remain the same, the contract the government uses to achieve the mission is changing, that is all. 

Q:  What if I am offered a job under the new contract?

A: We anticipate that JTech II will require all the positions Saalex currently employs on the LSRS contract.

Q: Will I be eligible for unemployment if I am not offered a job with JTech II? 

A: Yes, however we expect all LSRS employees to transfer over with the same position they already have.

Q: I am a Saalex employee working on the JTech I contract. What will happen to my job?

A: All Saalex employees on the LSRS contract and on the JTech contract will have no change in their employment. The positions held now will transfer to the JTech II contract.

Q: I am a SA-Tech employee on the LSRS contract. What will happen to my job?

A: SA-Tech employees who currently work on the LSRS contract will be offered their position as a Saalex employee. SA-Tech employees will have the first right-of-refusal for their current positions. Your contract service date that you have with SA-Tech will carry over to Saalex. You will be offered Saalex benefits. Every effort will be made to make this transition for you as smooth and painless as possible.


Q: Can I make any changes to my benefits?

A: Yes, but not until the annual open enrollment in September, effective October 1.

Q:  Will our benefits (insurance/401k) move with us to JTech II?

A: Yes, there will be no change to your employment status with Saalex.

Q: Will my deductible change for Medical, Dental and Vision benefits when we transfer from LSRS to JTech II?

A: There will be no changes to your deductibles because of the JTech II contract transition. As always, open enrollment will be in September and there may be changes at that time.

Q: What if I have to go to the doctor during the transition? What medical cards do I use?

A: There will be no change what-so-ever to your medical coverage due to the transition to JTech II.

Q: Will my service time for LSRS be applied to JTech II accrual for leave (PTO)?

A: Yes, your current service date with LSRS will carry over to JTech II.

Q: I am a SA-Tech employee on the LSRS contract. What will happen to my benefits? I have a lot of accrued vacation.

A: You will be offered your position with Saalex. When you terminate with SA-Tech, they will be required by law to pay out your unused vacation. As a Saalex employee, you will be eligible for Saalex benefits. If SA-Tech has a 401K plan, you will have the option to roll it over into the Saalex plan. We will be holding open houses to help you learn more about the Saalex benefits.


Q: Will SAAR-N forms be required for employees at the Navy location?

A: Yes. These have to be filled out with employee information, new contract number and expiration date and routed for sign-off.

Q: Will new CAC cards be required for JT II?

A: Any requirements for New CAC Cards will be accomplished by your local HR and Annex Security and the customer. 

Q: Will I be required to obtain new badges for JTech II?

A: Yes. Security has put a plan in place in order to collect your current badges and re-issue any badges required for the JTech II contract.

Q: What happens if I am in the process of completing the clearance process or an update?

A: There will be personnel in the middle of completing the clearance process and there will be no interruption of activity. Security has put a plan in place for this activity.
